When the NSW Government launched the Affordable Housing SEPP in 2009, it gave residential homeowners with a lot of at least 450 m² and a minimum street frontage of 12 m the ability to build a granny flat without going through the traditional council DA process — provided their property meets the complying development criteria.
Under this framework, applications are assessed and approved by an accredited private certifier rather than by council staff. For eligible properties, this dramatically reduces both the timeframe and the complexity of getting a project off the ground.
